The DEA uses its Special Operations Division (SOD) phone and Internet database to decide whom to target for investigation. The SOD database is separate from, but similar to, the massive NSA database revealed by Edward Snowden. In fact, the NSA, the IRS, the CIA – roughly two dozen government agencies in all – work with the DEA on the SOD project.
This data gathering amounts to widespread, all-encompassing fishing expedition that does not require establishing any probable cause before collecting private information. Once some hint of incriminating evidence is found, the DEA tips off its agents, who then come up with some other pretext, such as a traffic infraction, for investigating the targeted individual.
