This warning applies not only in the Balkans, but everywhere:

inSerbia has the story:

BELGRADE – In recent days throughout the Internet a warning is circulating about a “new system for breaking and entering”, which was allegedly designed by the Romanians and swiftly adopted by domestic burglars.

The message warns citizens to avoid taking “key chains and little kitsch jewelry for your car” distributed free of charge usually on parking lots and gas stations.

Apparently they contain some kind of tracking device which monitors where you are and when you are not at home, so the burglars can use this information at a convenient moment for, i.e. housebreaking.
